Principal

In addition to his top-notch facilitation skills, Vaughn is JLA's natural resource public process and NEPA expert. He has been leading public decision-making processes since 1985, including service with the USDA-Natural Resources Conservation Service as an inter-disciplinary planning team leader and as a private consultant. He has a broad background in advancing meaningful community participation on a wide array of planning, design and construction projects in Oregon, Washington, Arizona and Colorado. Vaughn has designed and implemented successful public outreach and engagement plans for surface and storm water, parks planning, water supply, natural resource protection, land use and transportation projects. Vaughn also is JLA's business manager and staff development guru. He lives in the Hillsdale neighborhood with his wife, Debra and dog, Katie. Vaughn has two children, Ryan and Alex.
